Does the dance floor photo need to be colour ? 

Not at all! Colour, B&W or anything in between goes.

Can I submit my dance floor photo even though it’s just taken on my phone?

You can, but ask yourself if it’s of a high enough quality, which is what you need to think with any photo you enter into the Awards.

What constitutes a good dance floor / party photo?

Creative lighting, decisive moments, humour, emotion, chaos, craziness..you name it, if it’s well shot and well handled then it’s worth considering if it covers some of these elements mentioned.
